Old reserve information should not support new supply.

The intended reserve registry records when a report was published. If that report exceeds an approved freshness window, new issuance is designed to stop automatically.

Existing CDC$ may remain transferable while the issuance function is paused, allowing the system to preserve continuity without expanding supply against outdated information.

Governance & Administration

Material changes should require visible, shared authority.

The proposed governance model combines multisignature approval, delayed execution, and narrowly defined emergency controls.
